3.3.6. management issues in order to accomplish virtual library goals, there are a number of management issues that libraries must consider. libraries will need better strategic planning than has previously been the case, as it will be impossible to reach virtual library goals if these are not known. alongside this stands a need for sound financial planning. there will likewise be a need for better performance measurement and statistical measures, as current measures are unlikely to gather all the data that will need to be recorded in a virtual library environment. perhaps most importantly of all, there will be a critical need for leadership within libraries, as virtual libraries are likely to cause ongoing, perhaps unprecedented change. there will also be a need for libraries to show leadership to their parent organisations, so that they are prepared to adopt new technologies and new ways of dealing with information.

Aase calls this method "cultural analysis", arguing that "when the goal is to interpret others perception of reality, it is more useful to define `culture` as common categories than common values". the task of the case study in the community quelln was to depict which cultural categories of the impact of salmon farming activities were dominant. this entails, of course, a self reflective student - researcher who is aware of his own cultural categories. during the fieldwork i emphasised giving the local informants space for initiative when adressing various issues concerning the impact of salmon farming activities in quelln. as described in chapter 3.2.2.1. i followed daily work shifts and participated actively in several tasks, thus casual conversations. in the semi - structured interviews i addressed various issues in particular, according to the research agenda see chapter 2.2. ; . however, i always started the interviews with a open questions, i.e. to ask for the background of the interviewee, his connection to the salmon farming activities and his general thoughts about the industry. thereby, the informant obtained the chance to enter own fields of interest and perception. this also turned out to be a reasonable way of finding categories. to follow up step 2 and 3, an earlier experience of region x and a certain familiarity with the regionally peculiar ; language and mentality allowed my to recognise much of the meaning of local informants language without a translator. secondly, in order to understand the cultural construction of the category and its semantic content, it was important to see the categories in a political and historical context. hence, the remarks on sub- research question 1 in chapter 4 emphasise on describing the chilean, more specifically the chilote cultural and socio - economic setting. through participant observation over a period of weeks i was able to build up sufficient trust and intimacy and yugioh card game.

So what is play? the oed, which allots "fun" less than a page, devotes over 10 of its tiny-print pages to defining play, with 39 numbered definitions, each with many subcategories. with such a wide variety of meanings, ranging from sword fighting to staged representation to an activity of children to sexual intercourse, it is no wonder there is sometimes controversy and misunderstanding over the meaning and value of play. in the case of play, though, the dictionary is less useful to us, since what we are concerned about here is not all the many ways the word is used, but a particular activity that we all pretty much recognize. so let us turn instead to the theorists. johan huizenga, in his book homo ludens, characterizes play as a free activity standing quite consciously outside of "ordinary" life as being "not serious." play, he says, absorbs the player "intensely and utterly." it has fixed rules and order, does not have any material interest or profit, and, encourages the formation of social groupings. 13 roger callois, in man, play and games, defines play as an activity which is not obligatory, has its own space and time, is uncertain in its outcomes, creates no material wealth, is governed by rules, and has elements of make-believe and unreality. 14 out of these definitions of play a couple of factors merit emphasis in our context. play is something one chooses to do. play is intensely and utterly absorbing. play promotes the formation of social groupings and spades card game.
